Position: Head of Resource Mobilization & Partnerships

Job Location: Dar-es-salaam, Tanzania

About the Role:

BRAC International (BI) is seeking a Head of Resource Mobilization & Partnerships to develop and implement high quality countrystrategic plan and AOP, search for new funding opportunities, develop partnerships with other organisations, write concept notes and proposals, and maintain donor liason to secure funding for new projects and programs. This is to be done in consideration of Gender Equality & Social Inclusion as a crucial aspect of our work.

Key Responsibilities:

Strategic and quality country program development, planning and management with adherence to the monitoring system

  • Collaborate with management to develop high quality Annual Strategic Plan and Annual Operating Plan (AOP) of the department relevant to the local context and the organizational priorities.
  • Work closely with the Country Director and the Country Management Team in developing BRAC Maendeleo Tanzania strategic plan
  • Guide the planning, quality implementation, monitoring and evaluation of the program activities through support supervision and conforming to the monitoring guidelines.

Ensure financial viability, strategic partnerships and resource mobilization of BRAC Maendeleo Tanzania as well as compliance to the audit guidelines

  • Support BRAC Maendeleo Tanzania to develop and implement strategic partnerships and relationships with like-minded organizations and consortiums.
  • Lead and oversee proposal writing, concept note writing, grants acquisition and management to ensure long term health of the portfolio and achievement of annual targets.
  • Gathering information about and searching for new funding opportunities through donor website and donor engagement meetings and reviewing them to ensure alignment with the program priorities, organizational policies and country capacity.

People management

  • Collaborate with the human resource department in attracting, directing and managing quality staff in the Strategy & Resource Mobilization department while focusing on supervising and developing their capabilities appropriate to the strategic, operational as well as future needs of the department.
  • Build and lead an agile, robust, inclusive and effective team, working collaboratively with them to achieve organizational goals.
  • Provide support and direction to the Strategy & Resource Mobilization team in setting clear performance targets, ensuring commitment to them and achievement of results, while maintaining an effective feedback mechanism.
  • Mentor and coach Strategy & Resource Mobilization staff to attain the required competencies.

Manage and uphold the implementation of the vision, mission, values and policies of BRAC Maendeleo Tanzania, including an effective safeguarding policy;

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding to establish a safe working environment.
  • Practice, promote and endorse the issues of the safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case a reportable incident takes place, and encourage others to do so.

Safeguarding Responsibilities

  • Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Responsible for ensuring team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Academic Qualifications:

Master’s degree in Business Administration/Developmental Studies/Project Planning/Social Science/ related field.

About the Role:

BRAC International (BI) is seeking a Deputy Country Director – Programmes (DCD-P), who is responsible for overall programmatic leadership to deliver highest program quality standards in accordance with BRAC Tanzania Country Strategy. This is achieved through proper program design, effective coordination, technical support and guidance to guarantee a cohesive team spirit and motivation to perform. S/he manages and ensures resource mobilization, prioritization and allocation, budgets, work plan coherence for impactful programming to meet the expectation of various stakeholders. The DCD – P also promotes excellent working relationships with core, technical sectors and implementing partners and supports integration of all program resources in overall strategy. S/he networks with relevant in-country stakeholders and donors and deputizes for the Country Director, as may be required.

Key Responsibilities:

Strategic management for the Country Program

  • Has a shared leadership accountability for the Country program strategy to deliver impactful programming and operations in Tanzania.
  • Supports the development of a culture that reflects the values, vision and mission of BRAC TZ.
  • Supports BRAC Tanzania to deliver outstanding results for beneficiaries and is the main liaison focal with donors.
  • Participates in designing and managing a coherent organizational structure that is consistent with organizational practices and appropriate to program needs.
  • Participate in BI Senior Management and Country management Team meetings.

Program Development and Implementation

  • Has delegated responsibility for delivery of high-quality programming in line with the aspirations of the BRAC TZ country strategy.
  • Coordinates overall funding process from donors including identifying strategic leads, developing funding strategies that support country program growth.
  • In close coordination with PRL and in-country teams, lead the development of high-quality concept notes and proposals for submission to various donors.
  • Serves as overall budget holder for programming department; manage and support budget holders for individual projects and grants.
  • Ensures programs are implemented in ways responsive to the communities in line with BRAC principles, approaches, values and compliance procedures.
  • Working closely with government and grassroot organizations or groups to strengthen national capacity for impactful programming results.
  • Ensures program implementation staff are well versed and are effectively applying organizational policies and practices that result in successful financial and programmatic audit scores.

Monitoring, Evaluation and Learning

  • Manages program performance frameworks that outline the objectives, inputs, outputs, outcomes and the indicators that will be used to measurements.
  • Support program teams to track and manage program milestones and deliverables, ensuring that goals are met and deliverables are provided on time.
  • Lead quarterly Programme Management Team (PMT) review meetings. Follow up and support implementation of ‘Action Points’ from quarterly PMT meetings.
  • Coordinate assessments, research, studies, evaluations in accordance with BRAC and donor guidelines to ensure that relevant reports are produced on time.
  • Ensure action planning and execution to resolve audit and evaluation findings and recommendations in a conclusive and timely manner.

Networking and Partnership

  • Helps to establish, maintain, and improve active working relationships with the host government authorities at central and local levels.Represent BRAC Tanzania in sector working groups, network/alliance meetings, events and forums at national and international levels.
  • Manage relationships with stakeholders, participating in BRAC-wide and regional initiativesEnsure effective partnerships at all levels as per standard procedures and
  • guidelines of the organization including building capacity of the partner
  • organisationsSupport Program and Project Managers to strengthen networks in the collaboration with various actors at local levels as well as building strategic networks and alliances

Staff Management, Mentorship, and Development

  • Promotes accountability and high performance, encourages a team culture of learning, creativity and innovation.
  • Ensures appropriate staffing within Programs Department/unit including at field office levels for all staff to understand and to perform their roles.
  • Manages Program team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Manages the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
  • Incorporates staff development strategies and Performance Management Systems into team building process.

Academic Qualifications:

University Degree in development or business or education or social sciences or other related fields. Post graduate qualifications in the same field is an added advantage.

  • A minimum of 10 years management experience in an NGO or other humanitarian environment, including significant field operations in running development programs.
  • Good understanding of main program sectors of BRAC TZ that includes education, health, food security/livelihoods, youth and women empowerment.
  • Proven experience in designing and winning competitive proposals for major institutional donors as well as managing grants including compliance with the donor standards.
  • Excellent knowledge for establishing and managing of a strong monitoring, evaluation and learning systems for complex programs.
  • Experience in designing and conducting quantitative and qualitative data collection, including, social impact assessment, desk reviews, interviews and field work.
  • Substantial knowledge and experience of effective financial and budgetary control and supporting projects to stay on course with implementation.
  • Exceptional general management and communication skills, including ability to communicate effectively with people of varied professional and cultural backgrounds.
  • Previous experience of managing and developing a sizeable team and the ability to lead, motivate and develop others to achieve high impact results.
