For every child, Protection

The purpose of this consultancy is to support the Government of Tanzania and UNICEF in embedding child-sensitive safeguards into the country’s Digital Public Infrastructure (DPI), with a focus on systems handling children’s data, specifically civil registration (eRITA), national digital identity (NIDA), and education systems. As Tanzania accelerates its digital transformation through the Jamii Stack, it is critical to ensure that privacy, security, and inclusion are not compromised, particularly for vulnerable children.

The objective of the consultancy is to identify, prioritize, and implement safeguards that mitigate risks to children’s data and promote safe, inclusive access to services. The consultant will work closely with key government partners including the Ministry of ICT, RITA, NIDA, NECTA, and UNICEF to:

Conduct a comprehensive assessment of risks to children’s data and rights within interconnected DPI systems
Facilitate consultations with stakeholders to validate findings and prioritize safeguards aligned with national priorities and global best practices
Develop actionable guidance and a practical roadmap to integrate safeguards into system design and operations
Build the capacity of government and UNICEF teams to sustain safe data governance practices
Document lessons learned and contribute to global knowledge on child rights focused DPI implementation

How can you make a difference?

The consultant will support the design, implementation, and institutionalization of safeguards across civil registration, digital ID, and education systems Responsibilities include:

Risk Identification & Analysis
Conduct a comprehensive mapping of data flows related to children across eRITA, NIDA, and school registration systems.
Identify key risks to data protection, privacy, and exclusion, including in biometric data collection and use.
Safeguard Prioritization
Facilitate consultations with key stakeholders (UNICEF, RITA, NIDA, MoICT, NECTA) to validate risks and prioritize safeguards based on impact and feasibility.
Align prioritization with the UN DPI Safeguards Framework and UNICEF child rights standards.
Safeguard Implementation
Draft guidance and recommendations on child-sensitive data management, privacy, and biometric safeguards.
